Okay, first I'd like to say I LOVE how you molded all this together. I sure did recognize Heather, and it was rather witty how you tied it all into one.
I'd been contemplating this idea for the longest of times - so what if these monsters really are people, in others' eyes? And you made a good point as to say that to the "monsters", everything is barren. Maybe that's it - maybe Silent Hill likes playing games on all of its residents at times. Not sure we'll ever know, but it is a possible theory.
I also like how you revealed the ending in an artle.

Good work, you've perked my interest with this, its been written well and I cant find any errors, and the note at the end of the chapter was a very nice touch as well.
I hope you keep going and continue this story, its started well and I want to see what you come up with for the next part.

A very good one-shot. You write about silent hill well and that creature that was following Elena seemed quite creepy. I think it seemed a small bit too short but apart from that it is very good!
